His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, in his capacity as Ruler of Dubai, issued Decree No. 48 of 2021 restructuring the Free Zones Council in the Emirate of Dubai, headed by His Highness Sheikh Ahmed bin Saeed Al Maktoum.

The decree stipulates that the council shall include in its membership: the Secretary General of the Free Zones Council in the Emirate of Dubai, the President of the Ports, Customs and Free Zone Corporation, the Director General of Dubai Municipality, the Director General of the State Security Agency in Dubai, the Director General of the Department of Economy and Tourism in the Emirate of Dubai, and the Director General The Dubai Chamber of Commerce and Industry, the Governor of the Dubai International Financial Center, the Director General of the Dubai Development Authority, the Director General of the Dubai World Trade Center Authority, and the CEO of the Dubai Authority for Integrated Economic Zones.

The council also includes in its membership, according to the decree: the CEO of the Dubai Aviation City Corporation, the CEO of the Dubai Multi Commodities Center, the CEO of the Meydan City Corporation, the Vice Chairman of the Board of Directors of the International City for Humanitarian Services Authority, and the Executive Director of the Dubai Healthcare City Authority.

Decree No. (23) of 2015 forming the Free Zones Council in the Emirate of Dubai, Decree No. (30) of 2015 adding members to the Free Zones Council in the Emirate of Dubai, and Decree No. (25) of 2018 adding a member to the Free Zones Council in the Emirate of Dubai is repealed. And Decree No. (11) of 2020 adding a member to the Free Zones Council in the Emirate of Dubai, and repealing any text in any other legislation to the extent that it contradicts the provisions of Decree No. (48) of 2021 and is effective as of January 1, 2022, and is published in the Gazette official.
