Saudi Shura Council announces a initiative to try to control chaos within government jobs in terms of job salary escalator imbalances

The Shura Council called on the Ministry of Human Resources and Social Development to address the imbalances caused by multiple job salary escalators in the country, in the light of the results of the study previously assigned to the Ministry of Civil Service (formerly) by the noble high order number 2147 and the date of 1/16/1435 AH, related to By standardizing salary scales for employees in all ministries, public bodies and funds, stressing the need for the ministry to evaluate the experience of decentralization in employment for jobs subject to the civil service system.


The Council called on the Ministry of Human Resources and Social Development during its 42nd regular session of the fourth year of the seventh session, yesterday (Tuesday), headed by the President of the Council Sheikh Dr. Abdullah Al Sheikh, in his decision taken regarding the annual report of the Ministry of Civil Service - previously - for the fiscal year 1439/1439 , To emphasize government agencies to clarify recruitment criteria for jobs subject to the civil service system, including written tests and personal interviews and announce the results by names and grades and the Ministry's follow-up to that.

The Council also called on the Ministry, in cooperation with the relevant government agencies, to work out mechanisms that contribute to enabling Saudi competencies to fill positions and leadership positions in regional and international bodies and organizations, especially that the Kingdom contributes to its budget and financing its expenditures.

The Council reviewed the point of view of the Committee on Culture, Information, Tourism and Antiquities, regarding the members ’observations and opinions expressed towards the annual report of the General Authority for Entertainment for the fiscal year 1439/1440 AH, in a previous session, and then voted on the committee’s recommendations on the report and took the necessary decision regarding it. The General Entertainment Authority in coordination with the competent authorities to implement the regulation of preserving public taste and related regulations for violators in its activities.

In its decision, the council called on the commission to compel the sectors implementing activities and entertainment programs to achieve Saudization ratios according to the regulations in force, which contributes to providing higher job opportunities for citizens, and in terms of developing the quantity and quality of local content, and to benefit from training institutions and specialized centers, to develop the capabilities of their employees knowledge and professional in the entertainment industry .

On the other hand, the Shura Council called on the Saudi Export Development Authority to work to support research and development to add value to local products and enhance their capabilities in external competition, after having reviewed the view of the Economic and Energy Committee regarding the members ’observations and their views towards the annual report of the Saudi Export Development Authority for the fiscal year 1439/1440 AH in a previous session.

In its decision, the council called on the authority to increase the granting of incentives and support to exporters, and to involve them in the activities carried out by the authority from workshops, self-evaluation of export readiness, and communicated with beneficiaries, international exhibitions, and marketing of local commodities, as well as cooperation with the relevant authorities to work to raise the level of Services provided to exporters and improving the efficiency of the export environment to achieve the goals of the Kingdom's 2030 vision.

In another decision taken during the session, the Council called on the Ministry of Environment, Water and Agriculture to study the establishment of a national data center and water monitoring, and to complete the preparation of the agricultural strategy and raise it to the High Place within 3 months.

The Council took its decision after reviewing the point of view of the Water, Agriculture and Environment Committee regarding the members ’observations and opinions expressed towards the annual report of the Ministry of Environment, Water and Agriculture for the fiscal year 1439/1440 AH.

The Council agreed in its decision that the Ministry issue a water map (Atlas of water) for the Kingdom in the light of the results of the water studies it carried out, and study the reasons for the non-growth of the broiler production sector and its access to the goals of the National Transformation Program 2020, calling on the Ministry to set a timetable that ensures the speed of transformation of the livestock sector From barley-based nutrition alone to feeding with concentrated fodder in implementation of Cabinet Resolution No. (69) dated 9/3/1429 AH.

The Council affirmed the Ministry to adopt an initiative to reforest mangroves on the coasts of the Red Sea and the Arabian Gulf.

In its decision, the Council called on the Ministry to study finding alternative local water sources for each region, governorate or city dependent on desalination water, and to prepare various underground formations and surface water sources to serve as strategic water reservoirs as alternative to desalination water when needed, which is an additional recommendation made by Council members Dr. Abdullah Al-Harbi and Dr. Ahmed Al-Zayla'i.

The Shura Council had agreed at the beginning of the session to replace the name of the "General Auditing Bureau" with the name of "the General Auditing Bureau" wherever it was mentioned in the system of the General Auditing Bureau issued by Royal Decree No. (M / 9) and the date of 11/2/1391 AH, and other systems and regulations And decrees, orders, decisions, regulations and instructions, after hearing the report of the Human Rights Committee and oversight bodies on the subject.

The Council also approved a draft memorandum of understanding for cooperation in the field of combating trafficking in persons between the Human Rights Commission in the Kingdom of Saudi Arabia and the United Nations Office on Drugs and Crime, signed in the city of Riyadh on 1/6/1441 AH, corresponding to 1/26/2020.
