The President of the State issues an official decision on unemployment insurance

His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the State, may God protect him, issued Federal Decree Law No. (13) of 2022 regarding unemployment insurance, which aims to provide income for a limited period to the insured during his period of unemployment until alternative job opportunities are available. In accordance with the provisions of this Decree-Law.

It also aims to enhance the competitiveness of Emirati cadres in the labor market and provide them with a social protection umbrella to ensure the sustainability of a decent life for them and their families until an alternative job opportunity is available, and to attract and maintain the best international talents from skilled labor in the country's labor market to reach a competitive knowledge economy.

The third article of the Federal Decree-Law, which was published in the latest issue of the Official Gazette, stipulates that the provisions of this Decree-Law shall apply to all workers in the private sector and the federal government sector in the country, with the exception of the following categories:

The investor (the owner of the facility in which he works), the domestic worker, the worker with a temporary contract, juveniles under the age of (18) years, and retirees who receive a retirement pension and have joined a new job. Article 4 stipulates that a system of insurance against unemployment in the state shall be established under the provisions of the Decree-Law, with the aim of compensating the insured with a cash amount for a limited period in the event of his unemployment. The Council of Ministers, based on a proposal from the Minister of Human Resources and Emiratisation, determines the mechanism of work and application of the system. The value of the insured's monthly subscription and setting any conditions or procedures or imposing any penalties necessary to work with it.
The fifth article specified the conditions for entitlement to compensation and stopping it, and stipulated the following for the insured’s entitlement to compensation:

The insured’s contribution period shall not be less than (12) continuous months in the system, and he shall not have been dismissed from his work for disciplinary reasons in accordance with the provisions of the Labor Organization Law, the Human Resources Law in the Federal Government and any relevant applicable legislation, and that the claim for compensation shall not be through fraud and deception or if It turns out that the facility in which he works is fictitious, and in this case, the penalties and penalties contained in the Law on Regulating Labor Relations and any other legislation in force in the country apply to the facility and the insured. The compensation payment is suspended if the worker/employee joins another job during the compensation entitlement period, and the Council of Ministers may build On a proposal to the Minister of Human Resources and Emiratisation to amend the conditions for entitlement to compensation.

The sixth article of the decree specifies the value and duration of compensation, and stipulates that the compensation shall be on a monthly basis at the rate of (60%) of the monthly contribution salary, with a maximum of 20,000 dirhams and for a period of 3 months from the date of unemployment, and the maximum period of compensation is (3) months for each Claim, provided that the coverage period does not exceed 12 months during the period of service of the insured in the labor market in the country.

The insured may agree on additional benefits with the service provider, without prejudice to the provisions of clauses 1 and 2 of this article. The Council of Ministers may, upon a proposal from the Minister of Human Resources and Emiratisation, and after coordinating with the concerned authorities, modify the rates, values, and periods stipulated in this article, in order to achieve More benefits for the insured, and the disbursement of compensation to which the insured is entitled under this Decree-Law does not prejudice any other compensation or entitlements established in accordance with the legislation in the State.

The seventh article stipulated that the Council of Ministers would issue the necessary decisions to implement the provisions of this decree-law, and the eighth and final article stipulated that the decree would be published in the Official Gazette and came into effect on the day following the date of its publication.
supplementary budget

His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the State, may God protect him, also issued Decree Federal Law No. (16) of 2022 regarding the approval of a supplementary budget for the general budget of the Federation for the fiscal year 2022, which was published in the latest issue of the Federal Official Gazette.

The first article of the decree stipulates that the revenues of the general budget of the Federation for the fiscal year 2022 will be increased by 228.3 million dirhams, and the estimates of the expenses of the general budget of the Federation for the 2022 fiscal year will increase by 560.8 million dirhams, according to the data contained in the table attached to the decree. The difference is financed from the general reserve.
The second article stipulates that the decree shall be published in the Official Gazette and shall come into force from the first of January until December 31, 2022.
