​In a move to uphold the welfare of the disabled community during the Holy Month, the Public Authority for Disability Affairs (PAAWD) has issued an official directive to all government ministries.

Dr. Dalal Al-Othman, Director General of the Authority, confirmed that specific employee groups will benefit from reduced working hours throughout Ramadan, in accordance with national labor and disability laws.

​Implementation of Article 40:

According to the official statement, employees with disabilities or those legally responsible for caring for a person with a disability are entitled to a two-hour daily reduction in their work schedule. This benefit is fully paid and aligns with the provisions of Article 40 of Law No. 8 of 2010, which safeguards the rights of persons with disabilities in Kuwait.

​Eligibility Criteria:

The reduction applies to a broad range of cases to ensure comprehensive support:

• ​Employees with severe, moderate, or mild disabilities.

• ​Employees providing care for individuals with moderate to severe disabilities.

• ​Legal guardians or those with custody judgments caring for persons with moderate to severe disabilities.

​Regulations and Work Flexibility:

To maintain organizational integrity, Dr. Al-Othman clarified that only one family member may claim this reduction unless there are multiple individuals with disabilities within the same household requiring separate care.

​Eligible staff must coordinate with their respective departments to determine when the two-hour reduction will be applied—either at the start or the end of the shift. The Authority emphasized that these two hours must be taken consecutively and cannot be fragmented. Each government entity, along with affiliated institutions, will manage these schedules based on their internal regulations while ensuring that service quality remains uncompromised during the holy month.
