Speaking on the "Masrah Al-Hayat" program with Ali Al-Alyani, the Minister described the scale of forgery discovered by the Higher Committee for Citizenship as "unbelievable," comparing the fraudulent schemes to movie plots.
The "Phantom" Identity Crisis
The Minister disclosed that after 33 intensive meetings, the committee unearthed sophisticated methods used to illegally obtain Kuwaiti citizenship. These included:
• Creation of "Phantom Dependencies" and entirely fabricated names.
• Exploitation of polygamy records to insert non-related individuals into family files.
• Ongoing legal pursuits against forgers who fled the country, asserting that these cases remain wide open.
Legislative Shifts: "Bedoon" and “Honorable Services”
Sheikh Fahad Al-Yousef clarified the pillars of the new citizenship law, marking a significant policy shift. The law effectively ends the "Honorable Services" clause, restricting it solely to Martyrs. Furthermore, the Minister declared the "Bedoon" file closed, noting that specific countries have expressed willingness to provide "quotas" to facilitate residency solutions for this demographic.
Article 8: Guaranteed Rights for Returnees
Addressing those who transitioned back to their original nationalities under Article 8, the Minister confirmed that approximately 60% have already completed this process. Under the directives of the Amir of Kuwait, these individuals are granted:
