The Abu Dhabi Government has issued a comprehensive Human Resources Law that marks a major transformation in the government employment system, reinforcing merit-based practices and strengthening the government’s ability to attract and retain top talent across its entities.
The Human Resources Law No. (08) of 2025 will come into effect on January 1, 2026, covering more than 25,000 government employees. The new framework introduces modern employment systems focused on performance, professional competence, and clear career development pathways, positioning the government sector as a competitive employer.
The law establishes merit-based principles throughout an employee’s career journey, allowing high-performing employees to advance more rapidly without being constrained by fixed service periods. Performance-based allowances provide tangible rewards for exceptional contributions, while probation periods for outstanding new graduates are reduced to accelerate career progression upon demonstrating competence.
Ahmed Tamim Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi, stated that the Human Resources Law 2026 represents a qualitative shift in managing government talent. He emphasized that the law reflects Abu Dhabi’s commitment to creating an attractive work environment where merit determines career advancement, supporting the emirate’s vision of becoming a fully AI-powered government by 2027.
Meanwhile, Ibrahim Nasser, Undersecretary of the Department of Government Enablement, explained that the law addresses key challenges related to talent acquisition amid intense competition. It introduces comprehensive learning and development programs, removes barriers to promotions and incentives, and enhances work-life balance through flexible employment models.
The law also introduces competitive benefits designed to attract exceptional expertise, including entrepreneurship leave, enabling employees to pursue private ventures while retaining their government roles. Parental leave provisions have been enhanced, with extended paternity leave and increased maternity leave flexibility. Flexible working arrangements, such as remote work and compressed hours, further reflect the evolving needs of the workforce.
In addition, the legislation modernizes leave policies, supports family care responsibilities, and ensures inclusive work environments for people of determination. These reforms collectively establish a future-ready human resources framework aligned with global best practices.
By reinforcing merit-based competition and positioning government entities as employers of choice, the new law strengthens Abu Dhabi’s ability to retain outstanding talent and build a high-performance, future-ready public sector.
