The Integrated Transport Centre (ITC), affiliated with the Department of Municipalities and Transport in Abu Dhabi, has announced the implementation of new amendments to several provisions of the Traffic Diversion Regulatory Bylaw, as part of its ongoing efforts to improve traffic management efficiency and ensure the highest safety standards for road users and workers at construction and diversion sites.

According to the centre, the amendments aim to keep pace with Abu Dhabi’s rapid infrastructure development and support the adoption of best international practices in traffic diversion management, contributing to safer and more efficient road networks across the emirate.

The ITC explained that the updated regulations include revisions to key definitions related to traffic permits and no-objection certificates, ensuring clearer procedures and easier application by relevant entities. The amended bylaw also strictly prohibits the transfer of traffic permits to any third party, stipulating that any such action will result in the permit being deemed invalid.

Under the new amendments, emergency works may be carried out without prior approval, provided that all traffic safety requirements are fully observed during execution and the centre is notified before work commences. If emergency works exceed 12 hours, the executing entity must submit an official application for a traffic permit within 24 hours.

The amendments further grant the Integrated Transport Centre the authority to temporarily suspend the issuance of traffic permits when necessary, based on site conditions, the level of risk posed to road users, or failure to meet required conditions and procedures. The centre may also reject permit extensions or cancel permits if the authorized entity fails to comply with approved requirements, exceeds the designated timeframe, or repeatedly commits administrative violations listed in the fines and penalties schedule.

Additionally, the amendments include an updated violations and fines table, ensuring compliance with current operational needs and reinforcing accountability among executing entities. Any previous provisions that conflict with the new amendments have been officially revoked.

The ITC emphasized its reliance on the electronic traffic diversion permit system, which enables entities to register, submit, and track applications online through the official platform, significantly reducing processing time and simplifying procedures.

The centre confirmed that the implementation of the amendments follows a series of specialized workshops and training programs targeting stakeholders, contractors, and consultants, aimed at enhancing readiness and ensuring proper application of traffic diversion requirements in line with approved safety standards. Inspection campaigns and site visits will continue, with penalties imposed on violators as a precautionary measure to safeguard road users, workers, public safety, and infrastructure.
