"In a major regulatory move reflecting Abu Dhabi's commitment to animal welfare and social responsibility, the Department of Municipalities and Transport (DMT) has announced that the registration of all dogs and cats will become mandatory for both citizens and residents starting tomorrow, Tuesday, February 3, 2026. This initiative is part of a new legal framework designed to establish a comprehensive central database for pets and their owners across the emirate."
The department confirmed that registration will be free of charge and can be completed through the government’s TAM platform via any licensed veterinary clinic across the emirate. Pet owners were urged to comply with the requirement to avoid a fine of AED 1,000 for non-registration, while failure to renew registration will result in a AED 500 fine.
DMT clarified that mandatory pet registration is a legal requirement in Abu Dhabi, ensuring that all pet data is officially recorded under the “Family Corner” on the TAM platform, which facilitates access to essential services and enhances regulatory compliance.
According to the department, the registration process consists of three simple steps. Pet owners must first visit a licensed veterinary clinic, then provide the pet’s microchip number, pet passport, and the owner’s Emirates ID. The final step involves completing the registration digitally via the TAM platform, where owners can manage their pet’s digital identity and records with ease.
DMT encouraged pet owners to register microchipped cats and dogs through the upcoming Animal Ownership Service, set to launch on February 3, highlighting that the initiative will establish a centralized database for pets and their owners, reinforcing the emirate’s commitment to animal welfare standards.
The department emphasized the vital role of veterinary clinics in implementing the initiative, including appointment scheduling, registration services, and facilitating pet ownership transfers to new owners. This collaborative approach ensures accurate data, legal compliance, and streamlined procedures.
The initiative also focuses on key aspects of animal welfare, such as annual vaccinations, microchipping, and regular veterinary check-ups, all of which are essential to maintaining the health and safety of pets.
DMT confirmed that no registration fees will be imposed until further notice. Existing pet owners will be granted a one-year grace period from the launch date to register their pets without penalties, while establishments owning cats or dogs must complete registration within six months of the service launch.
The implementation of the Animal Ownership Service marks a major milestone in strengthening responsible pet ownership across Abu Dhabi. It facilitates access to essential services, enhances cooperation among stakeholders, and reflects DMT’s commitment to creating a safer and more organized environment for pets and their owners.
