​The First Deputy Prime Minister, Minister of Interior, and Chairman of the Public Authority for Manpower (PAM) Sheikh Fahad Al-Yousef issued Ministerial Decree No. 3 of 2026.

The new ministerial decree regulates the employment of laborers in open workspaces during ban periods and unfavorable climatic conditions in Kuwait.

PAM announced that this decision comes as part of its ongoing efforts to enhance occupational safety and health requirements and protect labor from harsh weather.

Director General of PAM Eng. Rabab Al-Ossaimi confirmed that the decision aligns with environmental updates and enhances safe working conditions.

The decree officially prohibits any outdoor manual labor daily from 11:00 AM until 4:00 PM to avoid extreme midday temperatures.

The annual summer work ban is scheduled to take effect from June 1st and will continue until August 31st of every year.

The decree grants PAM the full authority to modify the ban timings or extend its duration according to unexpected environmental and climatic variables.

The prohibition also covers extreme weather conditions such as dust storms, heavy rains, exceptional humidity or temperatures, and natural disasters.

Certain technical or operational emergency works regarding vital public facilities are exempted, provided they obtain prior approval from the Labor Inspection Department.

The regulation obligates employers to provide cold drinking water, essential first aid kits, and shaded areas for workers to rest during operational breaks.

The Public Authority for Manpower stressed that there will be absolute zero tolerance in taking legal actions against business owners who violate the ban.

The issuance of this labor legislation reflects Kuwait's firm commitment to international human rights standards and the comprehensive care of its workforce.
